On December 3rd,
2004 President Bush signed the revised Individuals with Disabilities
Education Act (IDEA) into law. Although the new IDEA has been signed into
law, the states will need to interpret how it will effect their current laws.
Outlined below are some of the changes.

The exuberant
amount of paperwork required by special education teachers will be reduced.

States have been
given more flexibility in deciding how special education teachers will be
considered "highly qualified" in order to meet federal guidelines.

There will be an
increased focus of professional development for educators, administrators, and
related service providers.

There will be an
increased focus on early intervention of children with special needs.
-
School districts
will be given more flexibility concerning the discipline of students with
special needs.
-
Equitable ways
to reduce litigation, currently occurring under IDEA, will be addressed.
